Biography

Dr. Stephen A. Breithaupt is an earth scientist at the Pacific Northwest National Laboratory. He has almost 30 years of experience in the study and evaluation of water resource systems with 15 years conducting modeling studies hydrodynamic, sediment, and water quality processes, as well as of marine vessel navigation. His work includes the application and development of numerical models and the review and assessment of environmental and safety related information to support project feasibility analyses.

His most recent experience is from a detail (Intergovernment Personnel Act; IPA) with the US Nuclear Regulatory Commission (NRC) during which he worked closely with NRC staff in the review of flood hazard reevaluation reports. The reports were submitted by nuclear power plant licensees as required by the NRC following the Fukushima earthquake and tsunami. The report reviews included probabilistic storm surge analyses and very low frequency riverine flooding analyses. His work prior to the IPA for the US NRC involved safety related hydrologic and hydraulic analyses and analysis of surface water component to support environmental impact statements. Also prior to the IPA, he developed a numerical model of marine vessel navigation along the US Atlantic Coast to assess vessel collision hazards from the placement of offshore wind farms. Generally, he has conducted hydrodynamic numerical modeling studies that encompass two- and three-dimensional hydrodynamic studies of wetlands (estuarine and riverine) for restoration and flooding potential, sediment and contaminant transport, and river, reservoir, and estuary modeling for temperature and water quality.
