Remedial Investigation, Risk Assessment, and Feasibility Study of Sediment at Pier 23, Commencement Bay, Tacoma, Washington

Pier 23 in Tacoma, Washington is within the Commencement Bay Nearshore/Tideflats Superfund Site. The site is owned by the Port of Tacoma but leased by the U.S. Army Reserve for vessel moorage, maintenance and training. The Army Reserve planned to replace an older section of the pier and construct a new training facility. PNNL's goal was to develop a site management plan and to characterize the environmental site conditions by identifying site contaminants determining the nature and extent of contamination, and assessing human health and ecological risk. This remedial investigation led to development and evaluation of remedial alternatives in a feasibility study for the site. Four remedial alternatives were developed and evaluated: no action, natural recovery, capping and dredging with three disposal options.
