Biography

Doug Elliott joined PNNL in 1991 and has been with the lab's Portland office since 1998. Doug has participated in a variety of projects focused mainly in the areas of energy policy, resource efficiency, cost-benefit and regulatory analysis, and software development.

Currently, Doug supports the Appliance and Commercial Equipment Standards Program through the development of the various economic analyses required by the rulemaking process. He also supports assessments of energy and water security for the U.S. Army's Office of Energy Initiatives (OEI).

Other recent projects have included: development, with the Clinton Climate Initiative, of the Municipal Solid-State Street Lighting Consortium Retrofit Financial Analysis Tool; development of the Building Energy Data Sifter (BEDS) CBECS query tool; an analysis of the impacts of building energy codes; an analysis of the indirect water impacts of buildings’ energy efficiency; and numerous life-cycle cost analyses, involving the evaluation and selection of optimal energy and water efficiency strategies and technologies for various facilities.
