Biography

Dr. McCloy has spent the last 15 years in various aspects of materials research & development, engineering, and technology development & deployment. He has performed program and project funding capture, proposal writing, presentation, and technology roadmap planning. He has also worked the technology management side with government labs, strategic partners, sponsored university projects, and patenting and licensing opportunities.

During 8 years at Raytheon (Tucson, AZ), he spent 3 years as a manufacturing project engineer in the electro-optics and precision assembly factory, 2 years on an engineering rotation competing certifications in integration & test of hardware/ software, system engineering, software engineering, and project management, and 3 years in the Opto-Mechanical Design department. He was a founding member of the Electromagnetic Materials Technology Interest Group for Raytheon Corporation and chaired symposia within Raytheon’s Electro-optics Technology and Mechanical and Materials Technology Networks. His technical specialties at Raytheon included cryogenic devices, optical materials selection, and infrared ceramics processing.

In 2008, Dr. McCloy moved to the Pacific Northwest National Laboratory (PNNL) to work on materials development and spectroscopy projects. His research over the years has focused on using frequency dependent electromagnetic characterization methods to understand materials properties, with the eventual goal to exploit these properties for sensing. At PNNL, he has been involved with projects to develop immobilization technologies for nuclear waste management, derive novel means for detection radiation from illicit nuclear material trafficking, and monitor industrial processes such as coal gasifiers and nuclear reactors which operate in extreme environments. As a materials scientist, Dr. McCloy is interested in aspects of solid state physics and chemistry, particularly the structure of glasses, and glassy phenomena in ferroelectric and magnetic materials.

He is currently the team lead for Glass & Materials Science in the Radiological Materials & Technology Development Group in the Energy & Environment Directorate.
